الولايات المتحدة الأمريکية وإدارة الصراعات الدولية في الفترة من عام 2011 وحتى عام 2017 م.

نظرا لما تشهده منطقة الشرق الأوسط في الفترة من عام 2011 م من تحديات دولية، تمثلت في تغير النظام السياسي في کل من تونس ومصر وسقوط حکم جماعة الإخوان المسلمين، وانهيار الدولة السورية وتحول الصراع فيها إلى حرب أهلية بين الحکومة البعثية وبين القوى الثورية، صعود نجم "تنظيم الدولة" داعش في کل من العراق وسوريا، وکذا تغير النظام السياسي في اليمن مع استمرار المواجهات بين القوات المسلحة النظامية وقوات الحوثيين. لذا يمکن القول بأن الولايات المتحدة الأمريکية اعتمد في إدارتها للصراعات في منطقة الشرق الأوسط في الفترة من 2011 إلى 2019 على رؤيتين متغيرتين بدرجة أو بأخرى، وذلک نظرا لتغير الإدارة الأمريکية في تلک الفترة، حيث إنه في بداية الفترة الزمنية سالفة الذکر- في ظل إدارة الرئيس الأسبق أوباما- نجد بأن الإدارة الأمريکية تراءت بأن حل صراعات المنطقة يتطلب ما هو أکبر من استخدام ووجود القوة الأمريکية هناک، لذا اتجهت الإدارة الأمريکية إلى البحث عن شرکاء قادرين يستطيعون الدفاع عن أنفسهم، وأيضا رفع الظلم عن دولة العراق، والعمل مع الحلفاء والشرکاء للتوصل إلى اتفاق شامل مع إيران، والسعي في حل الصراع الإسرائيلي- الفلسطيني على أساس حل الدولتين بما يضمن أمن إسرائيل وحياة فلسطين، ومساعدة الدول التي في مرحلة التحول الديمقراطي نحو الديمقراطية. ولکن مع تغير الإدارة الأمريکية- أي بتولي الرئيس "ترامب" دفة الحکم- نجد بأنها اعتمدت في إدارتها للصراعات في المنطقة على استمرار وتدعيم الوجود العسکري الأمريکي في المنطقة، ولذا فقد رفضت الإدارة الأمريکية الانسحاب بشکل کامل من المنطقة نتيجة صعود عدد من الفاعلين من غير الدول، فضلا عن الصعود الروسي في المنطقة، اللذين مثلا تهديدا مباشرا للمصالح الأمريکية في المنطقة. ومن هذا المنطلق، فإن الدور الأمريکي في منطقة الشرق الأوسط في تلک الفترة وإن تغيرت استراتيجية الإدارة في تعاملها مع صراعات المنطقة، إلا أن غاية کل منهم واحدة، ألا وهو استمرارية الوجود الأمريکي في إدارة صراعات المنطقة، ولکن الاختلاف يتمثل في الوسائل المتبعة لتحقيق تلک الغاية.

The international conflict over the Middle East region is as old as history and existed prior to oil discoveries, due to the strategic location of this region. Therefore, the Middle East remains an attractive region to the U.S. administration for several reasons; the strategic importance of a region, the continued support and protection of Israel's security, the maintenance of the flow of oil to European and allied countries at moderate prices, the continued participation in fighting terrorism and the sustainability of selling weapons. Since 2011, the region has witnessed a series international challenges. These include the change of the political system in Tunisia and Egypt, the fall of the rule of the Muslim Brotherhood, the collapse of the Syrian state and turning the conflict into a civil war between the Baathist government and the revolutionary forces, the rise of the Islamic State (Daesh) in Iraq and Syria, as well as changing the political system in Yemen, as confrontations between the armed forces and the Houthis continue. Between 2011 and 2019, the U.S. relied on two different visions while addressing conflicts in the Middle East region, due to changing administrations during that period. During the Obama administration, the U.S. administration viewed that resolving the region’s conflicts require more than the use and presence of U.S. forces there. As a result, the U.S. administration looked for partners capable of defending themselves, sought to remove injustice in Iraq, worked with allies and partners to reach a comprehensive agreement with Iran, sought to resolve the Israeli-Palestinian conflict on the basis of the two-state solution to ensure the security of Israel and the life of Palestine. This is in addition to providing assistance to countries during their transition to democracy. With the change of the U.S. administration and President Trump coming to power, the new administration continued to support the U.S. military presence in the region and refused to withdraw completely from the region as a result of the rise of a number of non-state actors and growing Russian influence in the region, which represented a direct threat to the interests of the U.S. in the region. Therefore, it can be concluded that in spite of successive U.S. administrations during the aforementioned period and the strategies that they adopted to address conflicts in the Middle East, they share one goal that is the continued presence of the U.S. in addressing regional conflicts. The difference is the means used to achieve that end.
