أثر ابعاد التخطيط الاستراتيجي على الکفاءة والقيادة المالية لدي القيادات الجامعية في الجامعات الليبية

التعرف على أثر ابعاد التخطيط الاستراتيجي على الکفاءة والقيادة المالية ، والعمل على کشف اهم المعوقات التي تواجه الجامعات في عملية اختيار الکفاءات والقيادات المالية ،  محاولة تغيير النمط المعمول به في الکفاءة والقيادة المالية وفقا للأقدمية فقط أو للاعتبارات الشخصية إلى نمط الموضوعية وأسس الاختيار العلمية ، محاولة اقتراح ووضع الضوابط الکفيلة لعملية اختيار الکفاءات والقيادة المالية من خلال التخطيط الاستراتيجي وتم الاعتماد في هذه الدراسة على المنهج الوصفي التحليلي ، ويتمثل مجتمع الدراسة القيادات الجامعية (رؤساء الجامعات – عمداء الکليات – رؤساء الاقسام ) في الجامعات الليبية، واستخدام الحصر الشامل في توزيع الاستمارات  وتوصلت الدراسة الى وتوصلت الدراسة إلى وجود أثر ايجابي للتخطيط الاستراتيجي في  اختيار الکفاءة والقيادة المالية ، وأوصت الدراسة بضرورة زيادة الاهتمام بعملية التخطيط الاستراتيجي لما له من أثر ايجابي في تحقيق عملية اختيار الکفاءات و القيادات المالية على اکمل وجه في الجامعات الليبية .
Identifying the impact of planning dimensions on basic skills, work tasks, trying to make a proposal, setting financial controls in plans for selecting competencies and financial leadership from strategic planning and the best results in the selection process, and this study is represented in the study on the descriptive analytical approach, and the study community is represented in universities ( Presidents of universities - deans of faculties - heads of departments) in Libyan universities, and the use of comprehensive inventory in the distribution of forms.
The study concluded that there is a positive impact of strategic planning in choosing competency and financial leadership, and the study recommended the need to increase attention to the strategic planning process because of its positive impact in achieving the process of selecting competencies and financial leaders to the fullest in Libyan universities.
