الرقابة البرلمانية على الشئون البيئية والنقل بالبرلمان المصرى في الفصل التشريعي التاسع خلال الفترة من (2005 -2010)

سوف يتم فى هذا البحث مناقشة الشئون البيئية والنقل؛ لأنها من أکثر القضايا التي احتلت مکانة محورية في مناقشات دورات الانعقاد الأول والثاني والثالث، وهي أدوار الانعقاد التي سيرتکز عليها الفصل لإبراز فاعلية الأدوات الرقابية على أداء الحکومة، ومدى التأثير عليها تفصيلياً من الناحية الموضوعية على أساس تحليل الموضوعات القومية، ويقصد هنا بالموضوعات القومية الموضوعات التي تمس قطاعات عريضة من الشعب المصري، واهتم بها معظم نواب الدوائر الانتخابية على مستوى جمهورية مصر العربية، وتم تحديدها على أساسين هما: الأول الموضوعات التي ناقشها عدد کبير من الأعضاء، أو استخدمت فيها أکثر من أداة رقابية، وتم ضمها في موضوع واحد.
ومن الناحية الکمية يتم التعرف على جميع الأدوات الرقابية التي تم استخدامها، ومعرفة الغرض من کل أداة، وتقسيم استخدام هذه الأدوات الرقابية على أساس الانتماءات السياسية.
Abstract:
In this paper, environmental issues and transportation will be discussed; Because it is one of the most central issues that occupied a pivotal position in the discussions of the first, second and third sessions, and these are the sessions on which the chapter will be based to highlight the effectiveness of the monitoring tools on the performance of the government, and the extent to which it affects them in detail from an objective point of view based on the analysis of national issues, Here, by national topics, we mean topics that affect broad sectors of the Egyptian people, and were taken care of by most representatives of electoral districts at the level of the Arab Republic of Egypt, and were identified on two grounds: in one topic.
Quantitatively, all the monitoring tools that were used are known, the purpose of each tool is known, and the use of these monitoring tools is divided on the basis of political affiliations.
