إسهامات الحوکمة في تحسين الأداء في الأجهزة الحکومية اليمنية

تعالج هذه الدراسة موضوع "الحوکمة وأثرها في تحسين الأداء في الأجهزة الحکومية" من خلال رؤية رصينة تهدف إلى التوغل في مواضيع الحوکمة الجيدة والأداء انطلاقا من مراجعة نظرية لأدبيتهما بهدف بعث وإثراء الحوار العلمي حول الموضوع، حيث قام الباحث بالتعرض إلى النشأة والتطور التاريخي للحوکمة، وکذا التعرف على المفاهيم المختلفة والتعاريف المتداولة من قبل الباحثين والمفکرين والمنظمات والمؤسسات الدولية حول مفهوم الحوکمة، وتحديد تعريف موحد لها، من خلال الانتشار الواسع لهذا المصطلح الحديث في أنحا العالم، وکذا التعرف على القواعد والمبادئ الدولية وأفضل الممارسات والتجارب الدولية التي تحکم عمل المؤسسات سوء في القطاع الخاص او القطاع العام (المؤسسات العامة/ الأجهزة الحکومية).
 وتم التعرض لسمات وخصائص الواقع الإداري في اليمن وجهود الحکومة اليمنية في مجال الاصلاح الإداري والتطوير المؤسسي، وقد تعامل الباحث مع الموضوع بشکل من الجدية والموضوعية ونظرا لاتساع الموضوع تم اقتصاره على أهداف الاصلاح الإداري وبرامج واستراتيجيات الاصلاح وتحديث الخدمة المدنية.
  This study deals with the subject of "governance and its impact on improving performance in government agencies" through a solid vision that aims to penetrate into the issues of good governance and performance based on a theoretical review of their literature with the aim of reviving and enriching scientific dialogue on the subject, where the researcher exposed to the emergence and historical development of governance, as well as Identify the different concepts and definitions circulated by researchers, thinkers, international organizations and institutions about the concept of governance, and define a unified definition for it, through the wide spread of this modern term around the world, as well as identifying international rules and principles, best practices and international experiences that govern the work of institutions bad in the sector. Private or public sector (public institutions / government agencies).
