بادرت العديد من الدول النامية ومنها اليمن إلى تنفيذ العديد من برامج الاصلاحات الإدارية والمالية والتطوير المؤسسي وذلک لحاجة الأجهزة الحکومية ومؤسسات الدولة المختلفة لإدخال تغييرات على انظمتها وهياکلها التنظيمية وتطوير العنصر البشري لتحسين ادائها وتحقيق الأهداف بکفاءة وفاعلية من اجل تحقيق الطموحات الاقتصادية والاجتماعية المستهدفة من لدن جميع الأفراد کافة، وتم تشخيص الواقع الإداري للأجهزة الحکومية في اليمن والذي تم إعادة تشکيله عقب قيام الوحدة اليمنية المبارکة في العام 1990م من خلال إلقاء الضوء على أهم المحطات التاريخية التي مر بها النظام الإداري في اليمن وکان لها الأثر البارز في سمات وخصائص الواقع الإداري الحالي في الأجهزة الحکومية،.
