نجاعة إدارة نظم السلامة والصحة المهنية في عمليات تشغيل المحطات في الشركة القابضة لمياه الشرب والصرف الصحي في مصر في ضوء معايير الأيزو 18001 “OHSAS” دراسة حالة

الملخص:
          ازداد في الفترة الأخيرة الاهتمام بمفاهيم إدارة نظم السلامة والصحة المهنية وتطويرها وفقا للمعايير الدولية نظرا لزيادة مخاطر بيئة الأعمال  ، وعلى الرغم من عدم وجود دراسة علمية (في حدود اطلاع الباحثان) عن تقييم نجاعة إدارة نظم السلامة والصحة المهنية في عمليات التشغيل في ضوء معايير الأيزو 18001 “OHSAS” ؛ لذا جاءت هذه الدراسة الميدانية لقياس وتحليل نجاعة نظم السلامة والصحة المهنية في عمليات تشغيل المحطات في الشركة القابضة لمياه الشرب والصرف الصحي في مصر في ضوء معايير الأيزو 18001 “OHSAS” , ومن خلال منهج دراسة الحالات وبالاعتماد على عينة شملت 330 مدير ومسئول عن السلامة والصحة المهنية بالشركة محل الدراسة والتحليل على مستوى القطر المصري للوقوف على ادارة نظم السلامة والصحة المهنية المطبق في هذه الشركة , وكذلك مدى نجاعة إدارة هذه النظم المرتبطة بالسلامة والصحة المهنية في ضوء معايير الأيزو 18001 “OHSAS” وكذلك دراسة مدى الاختلاف بين إجابات المستقصين (أفراد العينة) من حيث الجنس والسن والمستوى التعليمي والخبرة , عدم وجود فروق معنوية ذات دلالة إحصائية في إجابات المستقصين (أفراد العينة) حول نجاعة نظم السلامة والصحة المهنية في عمليات تشغيل المحطات في الشركة القابضة لمياه الشرب والصرف الصحي في مصر في ضوء معايير الأيزو 18001 “OHSAS” من حيث الجنس والسن والمستوى التعليمي والخبرة عند مستوى معنوية أقل من 5%, وكذلك توصل الباحث إلى وجود تأثير معنوي ذات دلالة إحصائية عند مستوى معنوية أقل من 5% لتطبيق 18001 “OHSAS”  على نجاعة نظم السلامة والصحة المهنية في عمليات تشغيل المحطات في الشركة القابضة لمياه الشرب والصرف الصحي في مصر , وأوصت الدراسة إدارة الشركة محل الدراسة والبحث بضرورة تسهيل إجراءات تطبيق معايير 18001 “OHSAS”  لتحسين بيئة العمل الداخلية وتقليل المخاطر , وكذلك ضرورة التشديد على إرساء ثقافة تشدد على السلامة والصحة المهنية واشراك كافة العاملين في الشركات التابعة من خلال دمج سياسة السلامة والصحة المهنية ضمن السياسة العامة للشركة من أجل تحسين نجاعة أداء نظم السلامة والصحة المهنية ورفع كفاءة عمليات تشغيل المحطات.  
Abstract:
            In the recent period, interest in the concepts of managing occupational safety and health systems and developing them in accordance with international standards has increased due to the increased risks of the business environment, despite the absence of a scientific study  on evaluating the efficacy of occupational safety and health systems in operations in light of ISO 18001 standards. OHSAS” This field study came to measure and analyze the efficacy of occupational safety and health systems in the operation of plants in the Holding Company for Drinking Water and Wastewater in Egypt in the light of ISO 18001 “OHSAS” standards.
This field study came to measure and analyze the efficacy of occupational safety and health systems in the operation of stations in the Holding Company for Drinking Water and Wastewater in Egypt in the light of ISO 18001 “OHSAS” standards and through the case study approach and based on a sample of 330 managers and officials responsible for occupational safety and health in the company The subject of study and analysis at the level of the Egyptian country to determine the occupational safety and health systems applied in this company, as well as the efficacy of these systems related to occupational safety and health in light of ISO 18001 “OHSAS” standards, As well as studying the extent of the difference between the respondents’ answers (sample members) in terms of gender, age, educational level and experience, there are no significant statistically significant differences in the respondents’ answers (sample members) about the efficacy of occupational safety and health systems in the operations of stations in the Holding Company for Drinking Water and Sanitation In Egypt, in light of the ISO 18001 “OHSAS” standards in terms of gender, age, educational level and experience at a level of significance less than 5%, the researcher also found a statistically significant effect at a level of significance less than 5% for the application of “OHSAS 18001” on the efficiency of systems Occupational safety and health in plant operations at the Holding Company for Drinking Water and Wastewater in Egypt.
The study recommended the management of the company under study and research to facilitate the procedures for applying the 18001 “OHSAS” standards to improve the internal work environment, reduce work risks and accidents, stress the establishment of a culture that emphasizes occupational safety and health, and involve all employees in subsidiaries by integrating the occupational safety and health policy within the company’s general policy. In order to improve the efficiency of the performance of occupational safety and health systems and raise the efficiency of station operations.
