أثر ادوات التخطيط الاستراتيجي باستخدام SOWT وPESTEL على تحقيق التحول الرقمي بالمنظمات العامة دراسة تطبيقية على مديرية الشباب والرياضة بمحافظة القاهرة

هدفت الدراسة الى بحث تأثير ادوات التخطيط الاستراتيجي باستخدام SOWT وPESTEL على تحقيق التحول الرقمي بالمنظمات العامة دراسة تطبيقية على مديرية الشباب والرياضة بمحافظة القاهرة ، ومن خلال محاولة الإجابة على التساؤل الرئيسي للدراسة والتساؤلات الفرعية للمشكلة البحثية، وبالاعتماد على المنهج الوصفي التحليلي النظري للأدبيات السابقة فى هذا المجال من خلال ثلاثة فرضيات تم بحثها، اتضح من نتائج الدراسة وجود علاقة بين أدوات التخطيط الاستراتيجي و تحقيق التحول الرقمى بمديرية الشباب والرياضة محافظة القاهرة ، إضافة الى وجود علاقة بين اداة تحليل SOWT و تحقيق التحول الرقمى ، الى جانب وجود علاقة بين اداة تحليل PESTEL و تحقيق التحول الرقمى وثبوت صحة الفرضيات الثلاثة، من اهم ما اوصت به الدراسة إعداد استراتيجية متكاملة مبنية على أدوات التخطيط الاستراتيجي لتوجيه كل موارد المديرية وتحقيق الأهداف لكفاءة وفعالية، ان تصيغ المديرية استراتيجية للتحول الرقمى قائمة على ابعاد التحليل الرباعى والسداسي، مع تنفيذ خطة تدريبية متكاملة لصقل مهارات استخدام أدوات التخطيط الاستراتيجي السداسي والرباعي وكيفية توظيفها لتنفيذ استراتيجية التحول الرقمى .
The study aimed to examine the impact of strategic planning tools using SOWT and PESTEL on achieving digital transformation in public organizations, an applied study on the Directorate of Youth and Sports in Cairo Governorate, and by trying to answer the main question of the study and the sub-questions of the research problem, and based on the theoretical descriptive and analytical approach of the previous literature in this field. Through three researched hypotheses, it became clear from the results of the study that there is a relationship between strategic planning tools and achieving digital transformation in the Directorate of Youth and Sports, Cairo Governorate, in addition to the existence of a relationship between the SOWT analysis tool and achieving digital transformation, in addition to a relationship between the PESTEL analysis tool and the achievement of digital transformation.
