جهود الدول والمنظمات في التصدي لظاهرة الهجرة غير الشرعية

تعتبر الهجرة إحدى الظواهر المعروفة منذ قديم الزمان، وقد ساعدت على بناء الحضارات والمجتمعات، ولكن في العصر الحديث وبعد نشأة الدولة القومية المحددة بحدود معينة؛ وُضِعَت قوانين تنظم عملية انتقال الأفراد بين الدول، ولذلك أصبحنا نقسم الهجرة إلى نوعين: هجرة شرعية، وأخرى غير شرعية، فمفهوم الهجرة غير الشرعية يختلف تماماً عن الهجرة الشرعية، وذلك لأن الهجرة غير الشرعية تمثل انتهاك للقوانين الخاصة بالهجرة للبلد المهاجر إليه، ويكمن السبب وراء تلك الهجرة في المعاناة من الفقر والأحوال الاقتصادية السيئة المنتشرة في البلد الطاردة، وفي العديد من الدول الأخرى، وقد يتعرض المهاجرون بالطرق غير الشرعية إلى العديد من المخاطر مثل الغرق، أو المعاناة النفسية التي تتمثل في الشعور بالإحباط وفقدان الأمل. وتُعرَّف الهجرة غير الشرعية بأنها انتقال الإنسان من موطنه الأم إلى بلاد أخرى من أجل الإقامة بها بشكل دائم، إلا أن هذا الانتقال لا يتفق مع القواعد والأحكام الخاصة بالهجرة بين الدول، والتي نصّ عليها القانون الدولي والداخلي.
     لذا سعت العديد من الدول في التصدي لتلك الظاهرة فتبنت إجراءات سياسية، قانونية، واقتصادية للحد من الهجرة غير الشرعية، نظرًا لأهمية الموضوع الواسعة في الآونة الأخيرة، وتشكيله هاجسًا مخيفًا؛ فهو يثبت وجوده على كل الأصعدة خاصة بعد التقائه مع تعاريف (الإرهاب). فالأمر يحتاج إلى دراسة واعية لجذور هذه المشكلة، وإيجاد الحلول الممكنة في التصدي لهذه الظاهرة، وخلق وتطوير برامج تنموية في الدول المصدرة للمهاجرين، وتمكينهم من فرص عمل، كما يتطلب وضع استراتيجيات على مدى بعيد في التصدي لهذه الظاهرة عبر تعاون المنظمات والدول في إقامة مشاريع مشتركة وتحقيق قدر من الاستقرار لتأمين مصادر العيش الكريم للفرد فيها، وعدم تسويق هذه المشكلة للمزيد من الدعم أو الضغط على بعض الأطراف.
Migration is one of the phenomena known since ancient times, and it has helped to build civilizations and societies, but in the modern era and after the emergence of the nation-state defined by certain borders, laws have been developed that regulate the process of movement of individuals between countries, so we have come to divide migration into two types: legal migration, and illegal one, the concept of illegal migration is completely different from legal migration, because illegal migration represents a violation of the laws on migration to the country to which it is migrating, and the reason behind this migration lies in suffering from Poverty and poor economic conditions are prevalent in the country and in many other countries, and illegal migrants may be exposed to many risks such as drowning, or psychological suffering that consists of feeling frustrated and hopeless. Illegal migration is defined as the movement of a person from his home country to other countries in order to reside permanently, but this transfer is inconsistent with the rules and provisions on migration between Countries, which are stipulated in international and domestic law. Therefore, many countries have sought to address this phenomenon and have adopted political, legal and economic measures to reduce illegal immigration, given the wide importance of the subject in recent times, and its formation of a frightening obsession; it proves its existence at all levels, especially after its convergence with the definitions of "terrorism". It requires a conscious study of the roots of this problem, finding possible solutions to address this phenomenon, creating and developing development programs in the countries of origin of migrants, and enabling them to have job opportunities, as well as the development of long-term strategies to address this phenomenon through the cooperation of Organizations & Countries in the establishment of joint projects and the achievement of a degree of stability to secure sources of decent living for the individual in them, and not to market this problem for more support or pressure on some parties.
