المتطلبات الإدارية والتنظيمية لإقامة مناطق لوجستية معاصرة بمحور تنمية قناة السويس دراســـة مـيدانيـة

      شهدت تنمية المناطق اللوجستية في الآونة الأخيرة تطورات غير مسبوقة على المستوى العالمي؛ تلبيةً للاحتياجات في مجالات التجارة الخارجية، والعالمية؛ لتسهم في نمو اقتصاديات كثير من الدول من خلال الخدمات، والتسهيلات المقدمة بها؛ الأمر الذي يتطلب وضع ركائز إدارية، وتنظيمية؛ لضمان كفاءة إدارة هذه المناطق، والوقوف أمام المنافسة الحادة التي تواجه صناعة، وتحرير التجارة العالمية بما يدعم الملاحة البحرية.
      استهدفت الدراسة الحالية الكشف عن تلك الركائز الإدارية، والتنظيمية التي تدار بها المناطق اللوجستية المعاصرة، وطبيعة العلاقة الارتباطية بين هذه الركائز، ومستوى أداء المناطق اللوجستية، ومدى تأثيرها على أدائها، مع تحديد المعايير الأساسية لهذه المناطق بالشكل المعاصر.
اعتمدت الباحثة على المنهج الوصفي التحليلي، والمتعلق بدراسة العلاقات، والروابط المتبادلة، وأدواته؛ لتناسبه مع الدراسة الحالية، ولتحقيق أهداف الدراسة من خلال الدراسة النظرية، والدراسة الميدانية، والملاحظة الشخصية فتم جمع البيانات باستخدام المقابلات شبه المنظمة، والحصول على الوثائق، والتقارير من الجهات المعنية، وتم استخدام استقصاء عبر الإنترنت لقياس المتطلبات الإدارية، والتنظيمية للمناطق اللوجستية المعاصرة، وتحديد المعايير الأساسية لها، وتم توزيعه على عينة بلغت (510) مسئول، بمعدل استجابة بلغ نحو 71.8٪.
      أشارت نتائج تحليل معاملات الارتباط إلى وجود علاقة طردية قوية بين (المتطلبات الإدارية، والمتطلبات التنظيمية) كمتغيرين مستقلين، وإقامة مناطق لوجستية معاصرة كمتغير تابع.
      كما أشارت نتائج تحليل الانحدار الخطي إلى وجود تأثير قوي بينهم، وأن المتطلبات الإدارية هي المتغير الأكثر تأثيرًا على مستوى أداء المناطق اللوجستية المعاصرة، وأن عنصر التحكم هو العنصر الأكثر تأثيرًا من عناصر قيادة اللوجستيات العالمية على مستوى أداء المناطق اللوجستية المعاصرة، وأن المتطلبات التنظيمية هي المتغير الأكثر تأثيرًا في تحقيق عناصر قيادة اللوجستيات العالمية التي تعتبر متغير وسيط بوساطة كلية تم التأكد من أهميته، وتأثيره.
      The logistical zones development has recently witnessed unprecedented developments at the global level; In response to the needs in the fields of foreign and global trade; To contribute to the growth of the economies of many countries through services and facilities provided by them; Which requires the development of administrative and organizational pillars; To ensure the efficiency of the management of these zones, standing in front of the sharp competition facing the industry, and liberating global trade in a way that supports maritime navigation.
      The current study targeted the disclosure of these administrative and organizational pillars in which contemporary logistical zones are managed, the nature of the correlation between these pillars, the level of performance of logistical zones, and the extent of their impact on their performance, while identifying the basic criteria for these zones in contemporary form. The researcher relied on the descriptive analytical approach, related to studying relationships, mutual ties, and tools; To suit it with the current study, and to achieve the goals of the study through theoretical study, field study, and personal observation, data was collected using semi -organized interviews, obtaining documents and reports from the concerned authorities, and an online investigation was used to measure administrative and organizational requirements for contemporary logistical zones, and identify The basic criteria for it, and it was distributed to a sample of (510) officials, at a response rate of about 71.8 %. The results of the analysis of correlation transactions indicated that there is a strong directing relationship between (administrative requirements and organizational requirements) as independent variables, and the establishment of contemporary logistical zones as a dependent variable. The results of the linear slope analysis also indicated that there is a strong effect between them, and that administrative requirements are the most influential variable at the level of contemporary logistics performance, and that the control is the most influential element of global logistics leadership elements at the level of contemporary logistical performance, and that regulatory requirements are the variable the most influential in achieving the elements of global logistics leadership, which is considered a totally medium mediator, has been sure of its importance and impact.
