ترشيد الإنفاق الحكومي في تشاد وأثره في علاج مشكلة العجز في الموازنة العامة 2016م - 2019م

     تكمن أهمية هذه الدراسة في أنها تتناول موضوع ترشيد الإنفاق الحكومي وأثره في علاج مشكلة عجز الموازنة العامة، وعلى الرغم من ذلك أمتد الموضوع ليشمل تأثيره أكثر من مستوى (الأفراد، ورجال الأعمال، والاستثمار الوطني، والاستثمار الأجنبي، والاقتصاد الكلي).
     هدفت هذه الدراسة إلى معرفة تأثير ترشيد الإنفاق الحكومي في تشاد في علاج مشكلة العجز في الموازنة العامة، وهل ترتب على ذلك آثار اقتصادية ملموسة أثرت على المواطن التشادي من جهة، وعلى اقتصاد الدولة التشادية من جهة أخرى.
     تكمن مشكلة الدراسة في مدى تأثير هذه الإجراءات والآليات التي اتخذتها تشاد، في ترشيد الإنفاق الحكومي في الحد من عجز الموازنة ومدى تأثير ذلك على المستويات المختلفة.
     لتحقيق أهداف الدراسة تم استخدام المنهج الوصفي والتحليل الإحصائي باعتبارهما الأنسب لتقديم صورة وصفية تحليلية للمتغيرات الاقتصادية الكلية، إضافة إلى المنهج التجريبي المتمثل في استعمال أدوات القياس الاقتصادي الممكنة لإيجاد تأثير الإنفاق الحكومي في علاج مشكلة العجز في الموازنة.
     كما تم تقسيم الدراسة بعد مقدمة إلى ثلاثة مباحث وخاتمة تشتمل على مجموعة من النتائج والتوصيات.
      The importance of this study lies in the fact that it addresses the issue of public expenditure rationalization and its impact on tackling the budget deficit problem, but the question also extends to its impact at more than one level (individuals, businessmen, domestic investment, foreign investment and the macro economy).
     The aim of this study was to find out what impact the rationalization of public spending in Chad has had in tackling the problem of the general budget deficit, and whether this has led to tangible economic effects that have affected Chadian citizens on the one hand, and the economy of the Chadian state on the other.
    The problematic of the study lies in the extent of the impact of these measures and mechanisms taken by Chad to rationalize public spending and reduce the budget deficit, and the extent of this impact at different levels.
    To achieve the objectives of the study, the descriptive analytical statistical approach was used as it is the most appropriate to provide a descriptive analytical picture of macroeconomic variables, in addition to the experimental approach represented by the use of possible economic measurement tools to find the effect of public spending in addressing the budget deficit problem.
     After an introduction, the study was divided into three sections and a conclusion that includes a set of results and recommendations.
