الحكومة الإلكترونية وأثرها علي جذب الاستثمار الأجنبي المباشر( دراسة تطبيقية علي الاقتصاد المصري خلال الفترة ( 1999-2019)

الحكومة الالكترونية  تعمل علي تحسين تقديم الخدمات العامة ووضع السياسات اللازمة  كي تسطيع أي دولة ان تبلغ كامل إمكاناتها لاستكمال عملية الرقمنة بإصلاحات من شأنها تعزيز البنية التحتية الرقمية و تبسيط  وترشيد الإجراءات الحكومية لفوائدها  في تخفيض تكلفة البيانات وتعزيز الشفافية لتحسين بيئة أداء الاعمال ويهدف البحث الي معرفة الي أي مدي يؤثر تطبيق الحكومة الالكترونية علي  جذب الاستثمار الاجنبي المباشر في مصر خلال الفترة من( 1999- 2019 وفي سبيل تحقيق هذا الهدف اعتمدت الباحثة علي استخدام عدة مناهج بحثية حيث استخدم المنهج الوصفي التحليلي  للتعرض للجزء النظري والاطار المفاهيمي  لمتغيرات البحث في الادبيات السابقة ,ثم استخدم البحث منهج التحليل الكمي لوصف و تحليل العلاقة الارتباطية بين متغيرات البحث  لقياس اثر تطبيق الحكومة الالكترونية في مصر علي جذب الاستثمار الاجنبي المباشر خلال الفترة( 1999-    2019وقد توصل البحث الي عدة نتائج أهمها يوجد أثر
 ذو دلالة احصائية بين  مؤشر تنمية الحكومة الالكترونية والاستثمار الاجنبي المباشر في مصر خلال الفترة السابق الاشارة اليها كذلك فان موقع   مصر علي مؤشر الحكومة الالكترونية يقع بين المجموعة المتوسطة والعالية من قيمة المؤشر بالرغم من الجهود التي تبذلها الدولة لتحقيق أهداف برنامج الحكومة الالكترونية وقد أوصي البحث بعدة توصيات لتفعيل تطبيق الحكومة الالكترونية وزيادة فاعليتها  في خلق بيئة محفزة للاستثمار الاجنبي المباشر منها اصدار كافة التشريعات المنظمة للمعاملات الالكترونية بما ينظم حقوق وواجبات المستثمرين والدولة المضيفة هذا الاجراء يدعم ثقة المستثمرين الاجانب في نظام الدولة المضيفة وبالتالي زيادة الفرص الاستثمارية  كما أوصت بتعزيز الربط الالكتروني بين الجهات الفاعلة في صناعة تكنولوجيا المعلومات والاتصالات مثل وزارة الاتصالات وتكنولوجيا المعلومات والهيئة العامة للاستثمار ومراكز خدمات المستثمرين المنتشرة في جميع انحاء مصر والمستثمرين المحليين والاجانب وذلك لدعم الاستثمار المحلي والاجنبي في قطاع تكنولوجيا المعلومات والاتصالات وغيرها من القطاعات .
The electronic government is working to improve the provision of public services and develop the necessary policies so that any country can reach its full capabilities to complete the digitization process with reforms that enhance the digital infrastructure and simplify and rationalize government measures for its benefits in reducing the cost of data and enhancing transparency to improve the business performance environment, and the research aims to know the extent of  the impact of the electronic government application on attracting  foreign direct investment in Egypt during the period (1999-2019 2019 and in order to achieve this goal it was adopted The researcher on the use of several research curricula where the descriptive analytical approach used the theoretical part and the conceptual framework of the research variables in the previous literature, then the research used the quantitative analysis curriculum to describe and analyze the correlation between the research variables to measure the effect of the application of the electronic government in Egypt to attract foreign direct investment during the period (1999-2019 and the research has reached several results, the most important of which is there with a statistical significance between The e -government and foreign investment development index in Egypt during the previous period also referred to as the Egypt website on the e -government index falls between the medium and high group of the value of the index despite the efforts made by the state to achieve the goals of the e -government program. I have recommended the research with several recommendations to activate the implementation of the electronic government and increase its effectiveness in creating an environment that stimulates a catalyst for foreign direct investment, including issuing all legislation Organizing electronic transactions in a manner that regulates the rights and duties of investors and the host country. This procedure supports the confidence of foreign investors in the host country system and thus increasing investment opportunities and enhancing electronic linking between actors in the information and communications technology industry such as the Ministry of Communications and Information Technology and the General Investment Authority and investor services centers scattered throughout Egypt and local and foreign investors in order to support local and foreign investment In the information and communication technology sector and others.
