العلاقات الترکية السورية في ظل المتغيرات الإقليمية (دراسة تحليلية)

هدفت الدراسة الى معرفة محددات العلاقات الترکية السورية، من خلال استعراض مراحل تطور العلاقات بين البلدين ، و إبراز دور مؤسسات صنع القرار المؤثرة على شکل هذه العلاقة في ظل المتغيرات التي تعصف في المنطقة ، خاصة الأزمتين سورية للوصول الى سيناريوهات الأزمة و شکل الدولة السورية المستقبلية
وقد أظهرت نتائج الدراسة أن التدخل الترکي في الأزمة السورية سبب رئيسي لتوتر العلاقات، ومن ثم قطعيها مع سوريا و انعکاس ذلک على علاقات ترکيا مع العديد من الدول العربية بالسلب، يسبب أنماط التدخل الترکي الانتقائي مع الثورات العربية للترويج للنموذج الترکي الذي تراجع أمامأ و الإختبار، وقد خرجت الدراسة بعدة توصيات أهمها، أن لا يتم رفع سقف التوقعات من ترکيا التي لا زالت عضو في حلف شمال الأطلسي، وان لا تکون الأدوار الترکية بديلا عن الأدوار العربية ، وانه من الممکن المبادرة ببناء علاقات جيدة مع الأحزاب الترکية للتأثير على بيئة صنع القرار في ترکيا، أما على الجانب السوري أوصت الدراسة علم الرهان على الخارج لأن کل دولة لها مصالحها الخاصة و عدم اللعب على الورقة الطائفية حتى لا يکتوي الجميع بنارها
Abstract
The study aimed to find out the determinants of Turkish-Syrian relations through a review of the stages of development of relations between the two countries and focusing on the role of decision-making institutions that affect the shape of this relationship under the changes that riven the region, particularly the crisis in Syria, to reach the scenarios of crisis and shape the future of the Syrian state.
The results showed that the Turkish intervention in the Syrian crisis is a major cause of tension and then cutting the relations with Syria andits negative impact on Turkey's relations with many Arab countriesbecause of the selective patterns of Turkish interference with the Arab revolutions in order to promote the Turkish model, which failed at the first test.The study has come out with several recommendations, the most important ones are not to raise the ceiling of expectations from Turkey, which is still a member of NATO, the Turkish roles must not be the alternative for the Arabic roles and it is possible to build good relations initiatively with the Turkish parties to influence the environment of decision-making in Turkey. While on the Syrian side, the study recommended not to depend on the foreign countries, because each country has its own interests, and not to play the sectarian card so as not everyone get hurt.
