نموذج مقترح لقياس ظاهرة الفساد الإداري کمدخل لزيادة کفاءة الأداء المؤسسى بمصلحة الضرائب المصرية

يهدف هذا البحث الى التعرف على طبيعة العلاقة بين قياس ظاهرة الفساد الإدارى وکفاءة الاداء المؤسسى فى مصلحة الضرائب المصرية ، مع محاولة التوصل لنموذج مقترح يؤدى تطبيقة الى الحد من ظاهرة الفساد الادارى بمصلحة الضرائب المصرية ، وتوصل الى مجموعة من النتائج اهمها : وجود علاقة عکسية قوية بين الفساد السلوکى والأخلاقى وکفاءة الأداء المؤسسى من وجهة نظر الموظفين والمديرين بمصلحة الضرائب المصرية ، وجود علاقة عکسية متوسطة بين الفساد الأدارى وکفاءة الأداء المؤسسى من وجهة نظر المسجلين والممولين فى مصلحة الضرائب المصرية ، کما قدم مجموعة من التوصيات أهمها :تحسين مستوى أداء العاملين من خلال وضع خطط ونظام تدريبى معلن للجميع على ان يتم الاختيار من خلال بطاقة الوصف الوظيفى ، ضرورة وضوح القانون الضريبى حتى لايستخدم من قبل موظفى المصلحة لممارسة عمليات الفساد الإدارى وتحديد الأساليب المناسبة لمکافحة الفساد الادارى والمالى بالمصلحة .
Abstract:
It consisted study a problem in that, although the use of oil revenues and directed in investment form to enhancing the industrial sector in Libya, but it was observed decrease in the relative contribution of the industrial sector in the non-oil sector, and GDP, as well as increasing a lot of local industrial products to its inability to compete foreign goods, in the opening to the outside world policy. Which led us to study and analyze the role of oil revenues in the growth and development of the industrial sector in non-oil output and GDP in Libya during the period under study, and to achieve the objectives of the study researcher followed the descriptive analytical method , And rely on secondary sources to collect data to gain access to the results, through the use of simple linear regression model, the researcher depends on the major hypothesis; that; no statistically significant correlation between oil exports revenues and the development of the industrial sector in Libya. The study concluded that there was a weak significant relationship between the oil export revenues and gross domestic product for the industrial sector .
