تهدف هذه الدراسة إلى التعرف على الأوضاع الاقتصادية في ليبيا في ظل السياسات المتبعة وارتباط ذلک بتطور قطاع النفط والتعرف على حجم الإنفاق العام وتطوره وکذلک إلى طبيعة السياسة المالية التي تحقق الأهداف وإثرها على تدفقات الاستثمار للاقتصاد الليبي. وتوصلت الدراسة إلى أن هناک محدودية لأدوات السياسة المالية في جانب الإيرادات في الاقتصاد الليبي، کما توصلت الدراسة إلى أن هناک تأثيراً واضحاً للسياسة المالية في زيادة تدفقات الاستثمار في الاقتصاد الليبي فقد قدر الاستثمار العام بنسبة 85%، أما الاستثمار الخاص فقد قدر بنسبة 45%، وهذا يؤکد صحة الفرض الثالث.

This study aimed to identify the economic conditions of Libya under the followed policies, determine their relevance to the development of oil sector, and identify the volume of public spending and its development. In addition, this study aimed to identify the nature of fiscal policy which achieves the desired objectives and its impact of investment inflows into the Libyan economy. The study found that there are limited fiscal policy tools on the side of revenues in the Libyan economy. Further, the study showed that there is an obvious impact of the fiscal policy on increasing investment inflows into the Libyan economy. The investment of the year is estimated to be 85% and the private investment is estimated to be 45%. In turn, this indicates the validity of the third hypothesis
