اثر المعوقات الاقتصاديه والسياسيه علي تدفق الاستثمارات الاجنبيه المباشره في العراق (دراسه تحليليه2003- 2014)

: يهدف هذا البحث إلى التعرف على بيئة الاستثمار في الاقتصاد العراقي وتشخيص أهم المعوقات الاقتصادية والسياسية التي لا تساعد على جذب الاستثمار الأجنبي المباشر ، وکذلک تحليل اثره هذه المعوقات ، ولتحقيق هذا الهدف قام الباحث باختبار الفرض القائل يوجد تأثير معنوي للمعوقات الاقتصادية والسياسية على تدفق الاستثمارات الأجنبية المباشرة إلى العراق لتغطي أهم جوانب الدراسة ، واستخدم الباحث المنهج الوصفي التحليلي لهذا الغرض ، وکذلک استخدام بيانات البنک المرکزي العراقي ، ووزارة التخطيط العراقية ، ومنظمة الشفافية العالمية ، وتم استخدام برنامج التحليل الإحصائي ( E . Views ) کحزمة الإدخال ومعالجة وتحليل البيانات . توصلت الدراسة إلى أن المعوقات الاقتصادية والسياسية التي تم دراستها لها تأثير معنوي على تدفقات الاستثمارات الأجنبية المباشرة إلى العراق وان اکثر العوامل المؤثرة على تدفق الاستثمار تدهوراً في العراق هي العوامل السياسية ، وهذا ما اثبتته الدراسة احصائية حيث بلغت قيمة الارتباط لمؤشر لعدم الاستقرار السياسي والأمني ( ۷۰۱ ) وبنسبة تأثير قوية جداً بلغت ( 0 . ۹۹ ) ، ولتدهور الوضع الأمني أثران الأول أثر مباشر عن طريق التهديد الأمني الذي يمارسه على رأس المال المادي والبشري ، والثاني غير مباشر وذلک عن طريق ارتفاع تکاليف الخدمات الأمنية
Abstract:
    This research aims to identify the investment environment in the Iraqi economy, and the diagnosis of the most important economic and political obstacles that are not conducive to attracting foreign direct investment, as well as its impact these constraints analysis. To achieve this goal, the researcher tested the hypothesis no significant impact of the economic and political constraints on the flow of foreign investment direct to Iraq to cover the most important aspects of the study, the researcher used the descriptive analytical method for this purpose, as well as the use of the Iraqi Central Bank data, the Iraqi Ministry of planning, the organization transparency International, was the use of statistical analysis software (E.Views) as a package to input, process and analyze the data.
    The study found that the economic and political obstacles that have been studied have a significant effect on foreign direct investment flows to Iraq and more factors affecting the flow of investment deteriorated in Iraq are political factors, and this has been proved by statistical study reaching the link to the index value of the non-political and security stability (0.751 ) and by a very strong effect of (0.99), but the deterioration of the security situation, the first two effects have a direct impact through security threat exercised by the head of physical and human capital, and the second and indirectly through higher costs for security services.
