أثر المنح والمساعدات فى الموازنه العامة للسلطة الوطنية الفلسطينية خلال الفترة 1994-2013

هدف البحث لتقييم دور المنح والمساعدات وتأثيرها في الموازنة العامة للسلطة الوطنية الفلسطينية خلال الفترة ۱۹۹4-۲۰۱۳، والتعرف على أهميتها وأهدافها. تم استخدام النموذج القياسي لتحليل البيانات.
وبعد إجراء الاختبارات القياسية لإثبات صحة الفرضية، أثبت البحث أثر المنح والمساعدات في الموازنة العامة والذي بلغ (14
. 7 %)، کذلک ساهمت المنح والمساعدات في دعم الموازنة العامة للسلطة وکانت نسبة مساهمتها (69%)، بينما کان (۳۱%) لدعم المشاريع التطويرية خلال الفترة ۱۹۹4-۲۰۱۳.
أوصى الباحث بضرورة زيادة نسبة مساهمة المنح والمساعدات في المشاريع التطويرية وخاصة الإنتاجية لزيادة مساهمتها في الاقتصاد الفلسطيني. کما أوصي بزيادة مساهمة الإيرادات المحلية العامة في الموازنة العامة، وتقليص النفقات الجارية وزيادة النفقات في المشاريع التطويرية من إجمالي النفقات العامة
Abstract:
The research aims to evaluate the role of grants and aid and its impact on the general budget of the Palestinian National Authority during the period 1994-2013, also to recognize its' importance and objectives.
 The standard model used to analyze the data. After conducting standard tests to validate the hypothesis, research has proved the impact of grants and aid in the general budget, which amounted to (%14.7), also contributed to scholarships and aid in supporting the general budget of the authority and the percentage of their contribution (69%), while (31%) to support development projects through the period 1994-2013.
 The researcher recommended the need to increase the proportion of grants and aid contribution to development projects, especially to increase productivity contribution to the Palestinian economy. It was also recommended to increase the contribution of local public revenue in the general budget, and reducing current expenditure and increase expenditure in the development projects of the total public expenditure.
