أثر التطورات داخل النظام العربي على أمنه القومي: دراسة استشرافية

 
الملخص:
اتضح من خلال الدراسة  أن غموض مفهوم الأمن القومي العربي وإدراک مضمونه بطرق مختلفة من قبل وحدات النظام العربي - أدى إلى الفشل في ترجمته إجرائياً إلى سياسات وآليات عمل, وأن المقاربة الواقعية للأمن القومي العربي لا تنحصر في الاعتبارات العسکرية لکل بلد عربي على حدة. لذلک توصي الدراسة: بأن يتم تسخير القدرات العربية لردع القوى الخارجية, ومواجهة التحديات التقليدية وغير التقليدية, کتلک التي أبرزتها تطورات الأحداث داخل النظام العربي ووحداته, والاتفاق على استراتيجية قومية في مواجهة التحديات الخارجية والمطامع الدولية لحماية الأمن القومي العربي.
 
 
 


 
Abstract:
The study revealed that the ambiguity of the concept of Arab national security and the perception of its content in different ways by the Arab system units led to failure in its procedural translation into policies and mechanisms of action, and that the realistic approach to Arab national security is not confined to the military considerations of each Arab country. Therefore, the study recommends that Arab capabilities be harnessed to deter external forces and confront traditional and non-traditional challenges, such as those highlighted by developments in the Arab system and its units, and to agree on a national strategy in the face of external challenges and international aspirations to protect Arab national security.
