التطوير والتغيير التنظيمي ودوره في تطبيق الجودة الشاملة (دراسة تطبيقية على الجامعات الفلسطينية)

يهدف البحث للتعرف إلى مدى مساهمة ممارسة التطوير والتغيير التنظيمي في تطبيق الجودة الشاملة في الجامعات الفلسطينية في قطاع غزة، وقام الباحث بصياغة فرضية رئيسة، ومجموعة تساؤلات لتغطي کافة جوانب هذا البحث، واستخدم الباحث المنهج الوصفي التحليلي لهذا الغرض، واستخدم قائمة الاستقصاء کاداة رئيسة لجمع البيانات، وبلغ حجم مجتمع الدراسة (۱۹۰۹) مفردة، وبلغت عينة الدراسة (۳۲۰) مفردة، وکانت العينة عنقودية ذات مرحلتين، کما تم استخدام برنامج التحليل الإحصائي (SPSS) کرزمة إحصائية لإدخال ومعالجة وتحليل البيانات، وتوصلت نتائج البحث إلى تدني نسب توافر رکائز التطوير والتغيير التنظيمي، والتي تتناسب مع بيئة الجودة الشاملة، وکذلک تدني منسوب أبعاد ومؤشرات الجودة الشاملة بالجامعات الفلسطينية بمعدل نسبي ( ۹۹ . ۲۰ %)، وأوصت الدراسة بضرورة تحفيز العاملين بالمشارکة في تطوير الجامعة، وکذلک تعزيز مفهوم المشارکة والتشارکية، والعمل ضم
Abstract:
Search is designed to identify the contribution of practice development and organizational change in the application of TQM in Palestinian universities in the Gaza Strip. The researcher formulated the Major hypothesis with a set of questions covering all aspects of this research. The researcher used descriptive analytical for this purpose, use the survey as a tool for data collection, and the study population consisted of 1909 cases and the study sample included (320) cases. A two-stage cluster sample and the statistical analysis (SPSS) as a statistical package for entering, processing and analysis Data was used.
The results showed lower rates of availability of substrates and organizational change, and that match the quality and environment as well as the low level of overall dimensions and quality indicators in Palestinian universities relative rate (69.20%). The study recommended the need to motivate employees to participate in the development of the University, as well as the promotion of the concept of participation and participatory, and teamwork.
