دور الإستثمار الخاص في التعليم الجامعي في تنمية رأس المال البشري في اقليم کردستان - العراق

الملخص:
تناول البحث دور الاستثمار الخاص في التعليم الجامعي في تنمية رأس المال البشري في إقليم کردستان – العراق , بهدف الدفع باتجاه تحسين النظرة إزاء الاستثمار في رأس المال البشري على وجه العموم، والاستثمار في التعليم على وجه الخصوص في العراق وبشکل خاص في إقليم کوردستان، عن طريق محاولة تشخيص أبرز سمات ومضامين الاستثمار في رأس المال البشري، وقياس أثر ذلک, ومن ثم محاولة صياغة رؤية مستقبلية إزاء کيفية توظيف مخرجات النظم التعليمية في النشاط الاقتصادي الخاص. وکذلک منح الاستثمار في رأس المال الفکري المزيد من التخصيصات في الموازنة العامة. ولتحقيق هدف وفرضية البحث فقد قسم إلي ثلاثة مباحث، تضمن المبحث الأول جانب النظري وقد جاء بعنوان مفهوم التنمية البشرية ، أما المبحث الثاني  فقد جاء بعنوان دواعي و أسباب دخول القطاع الخاص في قطاع التعليم ، وکذلک المبحث الثالث عوائد التعليم في ظل سياسات الخصخصة، وأخيراً انتهى البحث إلي جملة من النتائج والتوصيات. 


Abstract:
Touched on the role of private investment in higher education in the development of human capital in the Kurdistan region - Iraq, in order to push for improving attitudes towards investment in human capital, in general, and investment in education, particularly in Iraq, particularly in Kurdistan, by try to diagnose the most striking features and implications of investing in human capital, and measure the impact of this, and then trying to formulate a future vision about how to employ the output of educational systems in the private economic activity. As well as the granting of investment in intellectual capital more allocations in the budget. To achieve the goal and Research Hypothesis department has into three sections, which included the first part, along with the theoretical has titled the concept of human development, while the second section was titled reasons and the reasons for the entry of the private sector in the education sector, as well as the third section returns to education in light of privatization policies, and finally ended Search to a number of findings and recommendations.
