التحديات التى واجهت عملية التنمية فى محافظة شمال سيناء فى ظل المرکزية الادارية - دراسة ميدانية

تمثلت مشکلة الدراسة فى تعثر عملية التنمية فى محافظة شمال سيناء على مدى أکثر من ثلاثين عاماً ، واستهدفت الدراسة معرفة التحديات الحقيقية التى واجهت عملية التنمية بالمحافظة فى ظل المرکزية الإدارية ونظام الادارة المحلية القائم فى مصر ، وخلصت الدراسة الى أن غياب الإدارة لدى السلطة السياسية المرکزية فى الدولة مثل اکثر من 55% من حجم التحديات التى واجهت عملية التنمية فى المحافظة ، وأن اسلوب المرکزية الادارية الذى تدار فى ظله عملية التنمية هو ثانى أهم التحديات التى أعاقت عملية التنمية فى المحافظة بنسبة لا تقل عن 45% من حجم هذه التحديات ، وان الحکومات المرکزية المتعاقبة تتحمل نحو 70% من حجم المسئولية ، وتوصى الدراسة بضرورة اصلاح نظام الادارة المحلية القائم فى مصر ، والتحول الفعلى من النظام الادارى والمالى شديد المرکزية والذى تدار فى ظله عملية التنمية الى نظام يحقق اللامرکزية الادارية والمالية لهذه العملية .
The problem of the study represented in Stumbled development process in the North Sinai Governorate for more than thirty years, it's targeted to know the Real challenges Which Faced the development process in the governorate, under the central administrative and local administration system in Egypt. The most important results of study are: 1- The absence of political will of the central authority in the state, to make a real development of northern and central Sinai region, such as more than 55 % this challenges which Faced the development process in the governorate, and Administrative Central style is the second most important challenges that have impeded the development process in the province by at least 45% of the size of these challenges. 2- The successive central governments, responsible for 70% of Stumbled development process in the North Sinai Governorate, at the same time the Local administration bodies responsible for about 30% of the size of the responsibility, The study recommends with: Necessity of change the local administration system and Change or amend legislation, laws and administrative decisions that support the central administrative case.
