أثر استراتيجية الشفافية في مکافحة الفساد الاداري: دراسة ميدانية على بعض الوزارات العراقية

الملخص:
تهدف هذه الدراسة، إلى بيان أثر استراتيجية الشفافية في مکافحة الفساد الاداري على بعض الوزارات العراقية.
ولتحقيق أهداف الدراسة استخدم الباحث المنهج الوصفي التحليلي، وقوائم الاستقصاء کأداة رئيسية لجمع البيانات، ويتکون مجتمع الدراسة من: (الادارة العليا والوسطى في وزارتي الهجرة والمهجرين والتجارة العراقية)، حيث بلغت عينة الدراسة (349) مفردة، وتوصلت الدراسة إلى وجود تأثير معنوي ذو دلالة احصائية لاستراتيجية الشفافية في مکافحة الفساد الاداري، ان غياب الشفافية والمسائلة هو من اهم اسباب ظهور الفساد الاداري، ترسيخ قيم النزاهة بين العاملين في المنظمة واشاعة روح العمل وفق رقابة ذاتية دون الحاجة الى رقابة الجهة الرقابية في المنظمة، والعمل على زيادة الشفافية في الوزارات محل الدراسة التي توضح کافة اللوائح والقوانين والانظمة والقرارات المهمة في هذه الوزارات.


Abstract:
This study aims to show the impact of the transparency strategy in the fight against administrative corruption in some Iraqi ministries.
In order to achieve the objectives of the study, the researcher used the analytical descriptive method and the survey lists as the main tool for collecting data. The study population consists of: (The senior and middle management in the Ministries of Migration and Displaced and Iraqi Trade).     
The study sample (349) The absence of transparency and accountability is one of the main reasons for the emergence of administrative corruption, the establishment of values ​​of integrity among the employees of the Organization and the spirit of work in accordance with self-control without the need to control the regulatory body in the organization, and work to increase transparency Of the ministries under study, which describes all regulations, laws and regulations and important decisions in these ministries.
