أثر قيم المواطنة على الاستقرار السياسي

الملخص:
أن مفهوم المواطنة لم يتشکل دفعة واحدة, بل قد تحرک تدريجياً, واستکمل کيانه عبر المراحل التاريخية المتتابعة, وتحول من کونه مفهوماً مقصوراً على الصفوة إلى کونه محدداً بامتلاک القوة بغض النظر عن طبيعتها، إلى أن ضم العامة وخلق حالة من المساواة الشاملة في نطاقه، بالإضافة إلى ذلک فقد اتجه التطور التاريخي للمفهوم إلى استيعاب عناصر أو جوانب جديدة تستند إلى حزمة جديدة من الحقوق والواجبات، غير أنه وإن لعبت الدولة دورها في بلورة جملة من الحقوق والواجبات, فإن تطور هذه الحقوق والواجبات استند إلى الحالة التي بلغها تطور المجتمع بالأساس.
