تنص الاتفاقيات الثنائية الفلسطينية - الإسرائيلية ذات العلاقة على أن مفاوضات الحل الدائم تشمل القضايا المتبقية التي تم تأجيل البحث أو التفاوض بشأنها، وهي قضايا القدس واللاجئين والمستوطنات والترتيبات الأمنية والحدود والعلاقات والتعاون مع دول الجوار وقضايا أخرى ذات الاهتمام المشترک. ويتضمن الاتفاق الوصول إلى حل الصراع الفلسطيني الإسرائيلي، بما ينسجم مع الشرعية الدولية، ويضمن عناصر الاستقرار والبقاء؛ وعليه فإن المسائل يجب أن
حل بشکل مترابط ومتکامل؛ لأنه من غير الممکن التوصل لحل دائم وشامل، بحل إحدى هذه القضايا أو جزء من إحداها على حساب القضايا الأخرى، ألا تتمخض المفاوضات عن نتائج تمس الحقوق والطموحات المشروعة للشعب الفلسطيني؛ وأن لا نخدع بقبول مکاسب قصيرة المدى على حساب الأهداف بعيدة المدى المستندة للشرعية الدولية؛ ومع أن کل قضية تختص بمجال تفاوضي محدد بشکل مستقل؛ فإنه من الضروري الحفاظ على آلية عمل موحدة، تتضمن ترابط مختلف القضايا لکي لا نحقق حلول جزئية على حساب القضية الشاملة ومن غير المقبول تأجيل أو ترحيل أية من قضايا المرحلة الانتقالية إلى مفاوضات الوضع النهائي .
Abstract:
Provides for the Palestinian - Israeli bilateral agreements related to the permanent status negotiations include the remaining issues that have been put off the discussion or negotiation, the issues of Jerusalem, refugees, settlements, security arrangements, borders, relations and cooperation with neighboring countries and other issues of common interest and issues. It is unacceptable to postpone or deport any of the transitional phase issues to the final status negotiations; and to find a solution to the outstanding issues, and the application of the interim agreements before embarking on the final status negotiations.
