إن إتحاد السلطات المحلية في ترکيا هو کيان تعاوني له إستقلال ذاتي مالية وإدارية ينشا بأکثر من سلطة محلية بهدف تنفيذ کل واجبات السلطات المحلية ان فکرة إتحادات السلطات المحلية هي أکثر دليلا للتعاون بين السلطات المحلية، ويوجد إتحاد واحد فقط لإدارة المحافظات وأخر للبلديات قد يشکل لتمثيل مجموعة السلطات المحلية وذلک لحماية مصالحها وتقييم تطورهم وتدريب موظفيهم وتقديم الرأي في إعداد التشريعات الخاصة بالسلطات المحلية
هذا لا يمنع تأسيس إتحادات أخرى للسلطات المحلية لنفس الأهداف على مستوى أقل من القومي، وبالتالي تري الباحثة أن هذه التجربة يجب أن يتم الاستفادة منها لخدمة المواطنين المحليين.
Abstract:
 The Union of Local Authorities in Turkey is a collaborative entity with autonomy financially and administratively it establishes these unions in order to implement all the duties of local authorities.
The idea of ​​unions of local authorities are more evidence of cooperation between the local authorities, and there is only one union only for the management of the provinces and other municipalities may pose to represent a group of local authorities in order to protect its interests and assess their development and training of their employees and to provide an opinion on the preparation of local authorities legislation. It does not preclude the establishment of other unions to local authorities for the same goals less than the national level, and therefore the researcher sees that this experience should be utilized to serve the local citizens.
