النظام العالمى الجديد – دراسة نظريه

 
 
الملخص:
يقوم البحث بتقديم تحليلا متکامل لتطور لمفهوم النظام العالمى الجديد والذى ظهر فى اواخر الثمانيات ،  يعود لماسأة الخليج الفضل على حمل الرئيس جورج بوش (الأب ) على الدعوة إلى نظام عالمي جديد ولا غرابة بان تکون الدعوة خارجة من الولايات المتحدة فقد سبقه الرئيس " روزفلت " حيث أتى بفکرة " منظمة الأمم المتحدة " عام 1945 وقد سبقه الرئيس " ويلسن " في اقتراح فکرة " عصبة الأمم المتحدة " بعد الحرب العالمية الأولى  وإذا عدنا  إلى المصطلح على الصعيد الاکاديمى  فنجده قد ظهر لأول مرة في بداية الستينات عندما استعمله المحامى الامريکى " کرينفينک کلارک " المستشار للعديد لوزراء الخارجية في البيت الأبيض ولکنه لم يدرج تعبير عاما في الفکر السياسي الأبعد ثلاثين عام عندما استخدمه جورباتشوف بمعناه الحالي عام 1989 ثم جورج بوش 1991 عندما قال  ( قد  بدء يلوح في الأفق عالم تحقق فيه الأمم المتحدة الأهداف التاريخية التي وضعها  مؤسسها بعد أن تحررت من قيود الحرب الباردة ، عالم تعم فيه الحرية واحترام حقوق الإنسان في کل الدول وان حرب الخليج قد وضعت العالم الجديد أمام اختباره الأول
