التدخل الدولي في ليبيا "بزعم حماية المدنيين"

هدف هذا البحث إلى مدى تأثير المتغيرات الدولية على إعمال التدخل الدولي کآلية لحماية حقوق الإنسان (مسؤولية الحماية) ضمن النظام الدولي الجديد، وإلى أي مدى حقق التدخل لحماية المدنيين أهدافه في الحالة الليبية فالتحول الذى أصاب النظام الدولي أفرز تغييرات أثرت على مفهوم حقوق الإنسان وإخراجها من الاختصاص الداخلى للدول إلى الاختصاص العالمي، وتنحى مبدأ عدم التدخل لصالح مبدأ التدخل الإنساني.
حيث أن قضايا حقوق الإنسان رغم أهميتها في العلاقات الدولية المعاصرة قد استغلت واسئ توظيفها على نحو ابتعد بها عن غاياتها النبيلة، وتحولت إلى أداة سياسية تستخدمها الدول الکبري وفق مصالحها.
 
Abstract:
The goal of this research into the impact of international developments on the realization of international intervention as a mechanism to protect human rights (responsibility to protect) within the new international order, and to what extent achieved intervene to protect civilian targets in the Libyan case switch that hit the international system has produced changes affected the concept of human rights and remove them from the jurisdiction countries' internal to universal jurisdiction, and stepped down the principle of non-interference in favor of the principle of humanitarian intervention.
Where human rights issues, despite their importance in contemporary international relations had been exploited and abused in a manner employed away from their noble objectives, and turned into a political tool used by the major states in accordance with their interests.
