سيناريوهات مستقبل جامعة الدول العربية في ضوء التحولات السياسية في المنطقة

مرت المنطقة العربية بظروف سياسية أدت إلى قيام منظمة عربية إقليمية کان البريطانيا دورا في إنشائها عرفت بجامعة الدول العربية تعتبر من اقدم المنظمات الإقليمية التي نشأت في النصف الثاني من القرن المنصرم ، والتي منذ أن نشأت وإلى اليوم السم معظم أدائها بالعجز والفشل في معالجة القضايا العربية في مختلف المجالات ، الأمر الذي أدى إلى الخطورة على کينونة النظام الإقليمي العربي من جراء الخلافات والنزاعات، ومظاهر التجزئة وموجات التغير التي يشهدها العالم العربي من التحولات السياسية الشعبية في دول المنطقة العربية بطريقة شبه متزامنة مع نهاية عام ۲۰۱۰ وبداية عام ۲۰۱۱، والتي امتدت إلى کل من تونس، ومصر، وليبيا، وسوريا، واليمن، مرورا باحتجاجات البحرين، والأردن، والمطالبة بضرورة إصلاح السياسي الذي ظهر مفهومة حدينا على المسرح السياسي للشرق الأوسط، وما يمکن أن تعطي تلک المشاريع من تصور للدور الي سوف تؤديه الجامعة العربية في المستقبل القريب في ظل التطورات المستجدة على الساحتين العربية والدولية، لتتمکن من أداء مهامها بصورة فاعلة ولتکون مرکزا هاما في الحياة العربية على کافة الأصعدة والميادين، وتلقت الدراسة الانتباه إلى أن الحديث عن مستقبل جامعة الدول العربية لا ينصرف بالضرورة إلى وحدة اندماجية شاملة، وإنما تدعو إلى التمسک بهدف التقارب والتکامل والتنسيق العربي - العربي، على أن يتم ذلک بشکل تدريجي ومرن۔
Abstract:
Arab region has witnessed political conditions which have resulted in establishing a regional Arab organization where Britain had a role in its establishment. This organization is known as the Arab League. It is one of the oldest regional organizations which have appeared in the second half of past century. Since its establishment and until now, its performance is characterized by deficiency and failure in addressing Arab issues in different fields. In turn, this resulted in risks for the existence of regional Arab system due to conflicts, disputes, appearances of division and waves of change taking place in Arab world including; popular political transformations in Arab region’s states at the end of 2010 and the beginning of 2011. These political transformations have extended to Tunisia, Egypt, Libya, Syria and Yemen as well as protests in Bahrain, Jordan and claiming for political reform whose concept has emerged recently at the political arena of middle east. As a result, these projects shows the role which can be played by the Arab League in the near future under new developments at the Arab and international arena in order to carry out its tasks effectively and to be an important center of Arab life at all levels and domains. Current study attracts attention to the fact that debate on the future of Arab League does not necessarily mean forming a generic combinational unit. However, it calls for Arab-Arab congruence, coordination and  integration on the condition that this should take place gradually and flexibly.
